Cheney Impeachment Resolution Sent to House Committee

The House voted today to send a resolution considering the impeachment of Vice President Cheney to the Judiciary Committee, a move that embarrassed Democratic leaders who were forced into the parliamentary tactic to avoid a floor debate on impeachment.

Led by Rep. Dennis Kucinich, the long-shot anti-war candidate for the Democratic presidential nomination, scores of Democrats were joined by scores of Republicans in initially supporting a Kucinich resolution that would have prompted a full debate on impeaching Cheney.

Democratic leaders long ago rejected any consideration of impeaching Cheney and President Bush as an irresponsible move supported only by the far left, so they tried today to table Kucinich's impeachment resolution. After initially having more than enough votes to kill the resolution - the "yea" tally to table impeachment topped out at 291 - Republicans decided they had a chance to politically shame Democrats into a full debate on the sensitive issue. Republicans gleefully said they wanted the debate to show the public how many Democrats would actually support impeaching Cheney, which they consider a move supported only by a fringe element of anti-war activists.

More than 120 members, predominantly Republicans, then switched their votes in favor of holding a one-hour debate on the issue, with a final vote of 251-162 supporting a debate on impeachment. Rather than allow a debate fraught with political risk, House Majority Leader Steny Hoyer (D-Md.) moved to send the Kucinich resolution to the Judiciary Committee, whose chairman, Rep. John Conyers (D-Mich.), has publicly speculated about impeaching the president or vice president but has declined taking any action since taking the gavel in January.

Defusing any chance of an actual impeachment debate today, the House then voted 218-194 to send the motion to Conyers's committee, with Democrats overwhelmingly supporting the move.

Today's resolution from Kucinich (D-Ohio) was essentially the same as the legislation he introduced earlier this year, which included three articles of impeachment against Cheney based largely on allegations that he manipulated intelligence in the run-up to the Iraq war. The last article accuses Cheney of threatening "aggression" against Iran "absent any real threat."

"In all of this, Vice President Richard B. Cheney has acted in a manner contrary to his trust as Vice President, and subversive of constitutional government, to the prejudice of the cause of law and justice and the manifest injury of the people of the United States," Kucinich said on the floor today, reading his resolution. "Wherefore Richard B. Cheney, by such conduct, warrants impeachment and trial, and removal from office."

Kucinich, who had 22 co-sponsors for his articles of impeachment measure, predominantly members of the left leaning Out of Iraq Caucus, has been angry that Democratic leaders would not allow impeachment to be considered. He took to the floor today to offer his impeachment articles as a privileged resolution, which under the chamber rules can be offered by any member and must be considered within two days of its offering.

The movement to impeach is hardly "an irresponsible move supported only by the far left" - rather it is a necessary procedure to restore law and order to the executive branch that is supported by a growing contingent of Americans. Bravo to Kucinich and the other members of Congress who have the wherewithal to stand up to Bush, Cheney and Co.'s deceitful administration.

A recent poll shows more than 50% of the public believe Cheney should be impeached. It is a mainstream sentiment in the public, and not the exclusive domain of a left wing fringe.

Fascinating that the impeachment articles in the Post are at the top of the "most viewed" list, but that one must navigate a labyrinth of links to find the updates.

CNN has no mention whatever of any of this. Very telling.

I really don't understand why the Democratic leadership is so spineless. The White House does not negotiate. They only know the bomb. So, why would they even bother to take the high road here? Get out there and impeach the vice president. It'll only help their election chances down the road.

The July 2007 ARG poll found that 54% of Americans support "beginning impeachment proceedings against Vice President Dick Cheney". The Bush administration had the audacity to claim that the Vice Presidential office is not part of the Executive Branch. Let me think about this... I know from my government class in HIGH SCHOOL that the Vice President is part of the Executive Branch. Cheney should be impeached because of his violations of the Constitution on civil liberties and his denial of the public's right to know how their taxmoney is being spent.

If the Resolution to impeach were sent to the American people rather than to the House Committee, we wouldn't still be having this debate. Not that it is much of a debate since Speaker Pelosi took it off of the table from day one. Speaker Pelosi has accomplished nothing through this reconcilliatory act, and is certainly not speaking for the people. Move to start the proceedings, or move aside, Speaker.

I agree: This is mainstream, not leftwing. I've never marched or protested in my life. I'm not a political activist in any sense of the word. I'm a businessman and a pragmatist. My only "radical" attribute is the inclination to read, not just newspapers, but magazines, and, gasp, history. Bush Cheney are the worst. They are a threat to our constitution, our national security, and our way of life. Impeach Cheney now. Save Bush for later.

Let it be said, we are in the one party system they warned us about long ago. Save a few courageous people from both the left and right, most people in government now owe their allegiance not to country but to New World Order groups like the Council on Foreign Relations.

Look it up; Hillary, Bush and Guliani have the same believes and support the same causes. Hillary has supported Bush in all aspects. Question why our civil liberties have eroded and the Democrat leadership has done nothing.

Personally, I'm supporting Ron Paul, but would welcome Kucinich as a candidate for the Democrats.

Has the post reported on ANY polls about how we the people feel regarding deadeye dick's demise?
I have seen 54% bandied about. I know most polls are complete propagandistic brainwashing horsefeathers and the post is a tool of the oligarchy but come on.......the man is a menace to our planet and our species. He is currently salivating over Iran and WW3.
House Resolution 333 clearly spells out several impeachable offenses. We all know there are many more(VPlame, going personally to the CIA to strong arm false analysis pre-Iraq, torture, evesdropping, when the investigations start and subpeonas are flying fast n furious, rats squeal to save their butts....we know most of these crimes against humanity and our constitution will turn out to have originated from Veep's office. Bottom line...he is guilty of treason. At a time of war that is a capital offense. Dont worry dick.....lethal injection is not humane.....we got a nice thick rope and a sturdy ol oak tree 4 ya!!!

Cheaney and his fellow profiteers have abused the trust of CIA agents and diplomats with false exposures and treason.
Treason is when you (political leader)expose any of your government employees or thier contacts during military action to the enemy and they or thier network of contacts have the potentional to be harmed. Cheaney is guilty of inaction (ommission)at the least!

Thank you Rep. Kucinich for doing the will of the people. 75% are against the lawlessness, Treason of the present Administration, who think they are above the law. This is only the first step. I for one contacted my congressmember and advised them that their vote on impeachment will be followed and determine my future vote and support for them the next election. I notice the mainstream news media didn't think this resolution was newsworthy enough to mention. Cheney and Bush have committed more treasonous acts and crimes against humanity than any other administration in the history of this country. They should have been impeached and imprisoned a long time ago.

A presidential pardon after an impeachment is actually not possible - the only exception to the (too) wide-reaching power of presidential pardon. Read Article II, Section 2: "The President... shall have Power to Grant Reprieves and Pardons for Offenses against the United States, except in Cases of Impeachment."

I am a registered Republican and I voted for Bush in 2000, and I fully support the impeachment of Cheney, which I'd like to see followed up by the impeachment of Bush. I'd also like to see some increased scrutiny of the laws they may have violated to date (illegal wiretapping, use of torture, leaking the name of covert agents, etc). When I originally voted for these people, I was under the impression that I was helping elect a pro-small-government, devout Christian conservative patriot, not the war mongering government-expanding traitors that we ended up with. I probably won't be voting for a democrat in the next election, but I certainly will not be voting for anyone who supports the status quo. Take note Romney and Giuliani.

We have a really nifty way of getting rid of politicians we don't like: elections. While I'm not a big Dick Cheney fan, I am a life-long fan of the Constitution and the in particular the concept of separation of powers. It is rather amusing that we are talking about firing a guy whose chief role is to wait for George Bush to die and break the occasional tie in the Senate. We survived the Al Gone, Dan Quayle, and even the Schuyler Colfax years; Dick Cheney really isn't the anti-Christ that some would like him to be (although he probably has a lower approval rating than Spiro Agnew - quite an achievement). Democrats have control of Congress and unless they nominate someone like Dennis Kucinich, they are likely to take back the White House in 2008. They should use their "power of the purse" to derail Executive decisions that they don't like, not try to demonize and deep-six individuals.

Congress and the house are wasting their time with the impeachment. Please look at what is going on with in our country. If the president send a resolution to congress and they pass it. Who is at fault the party who drafted the resolution or the Congress who agree and send it back for the president signature? My suggestion is to impeach everyone who voted for the war resolution and send it to the president for signature. He only sign what congress brought before him, they represent the people. Or did you forget the process. We need a better congress and senators. What I see are crooks starting with those who will like to bring shame to the US and the soldiers who defend it.

It is sad that issues which could benefit from genuine debate on a national level, e.g. Cheney's impeachment, get mired in the muck of Kucinich's cult of personality, combined with cynical parliamentary stunts.

Kucinich, who deserves respect for forcing the Democratic leadership to show its true colors, is almost certainly reaping lots of donations from this stunt, and likewise the GOP gets to make itself look smart issuing quips about weaknesses of the the Democrat majority, but who really wins here? The war is no closer to ending, nor is the Executive Branch any closer to being accountable for its role in starting/continuing the war.

Impeaching Cheney would make it too easy for the Republicans. They are congenitally incapable of self rule - but they are very good at following orders. Instead of them going nuts trying to decide on a presidential candidate for 2008, if Cheney were impeached the bosses (GWB) would appoint a replacement who would become the presidential candidate. That would save them the agony of making a democratic decision on their own, and save them a whole lot of primary money as well.

If iraq had wmds, why didn't they use them on us? It was obvious to me that the whole bush admin had lied to us in the first 2 weeks, for if iraq had them, they would have used them. Second, when the war broke out, we did not surround Tikrit, Iraq, where the 550 tons of chem/biol agents were supposedly seen on satellite. However, we did surround the oil wells. Back in the 70's, we could track a man with a cig butt in hand from 100 miles up by satellite, but today we can't track 550 tons of wmds. Give me a break, you liars, murderers and theives of the bush admin. You lied to get iraq's oil, period. Why else is haliburton, exxon, BP, conoco, exxon over there? Then, you stated it was all just a cia mistake, other countries thought Iraq had them. That's not true, other countres wanted to give the inspectors more time to determine if iraq had them. Even if they did think iraq had them, they did not act on impulse. I can think anything i want about someone, but if i take a gun and kill him, that is murder. I can't go to court and say everyone else thought he was bad.

If there are any individuals who really believe that any form of attempt to impeach Cheney or Bush at this point is a waste of time......THEY ARE MOST LIKELY CRIMINALS THEMSELVES! Republicans believe, BECAUSE OF THE ACTIONS OF BUSH AND CHENEY OVER THE PAST 7 YEARS, that white collar crimes are "okay" for people to commit. I got a call from the devil himself today, and I was surprised since I didn't really believe in hell or the devil until this call.....but he called and said that he has been reserving two empty spaces in hell specifically for Mr. Bush, and Mr. Cheney...IRONICALLY ENOUGH, their spaces are RIGHT NEXT TO HITLER! Absolutely inexcusable attitude from one of our leaders in Washington! Cheney is just another greedy authoritative power hungry war mongerer, so please, let's impeach the war criminals!

This is a great article. I like it because it shows that America does have some remnant of Free Speech left over from the Constitutional Days. You know, the Golden Era when Americans were above lowering themselves to overseas empire, torture, and genocide. Ron Paul is a fan of this article too. He is concerned that Americans access to articles like this could become more difficult if the internet were ever to be regulated by the same folks who regulate the TV news. He's even voted against it. On November 5th I gave money to him for those past votes of his. On Veterans day I'll be paying him again with the hope that in the future, when our soldiers come home from Iraq and elsewhere, they will find that we who stayed at home did not lose grasp of the Civil Liberties which they bleed overseas to defend. You should consider this.

The GOP messed up (thankfully) in voting not to kill the impeachment debate. Now that the debate has been approved, We the People are voicing our opinions, and Congress (if it is responsive to the people) is obliged to get on with the business of impeachment. First Cheney and then Bush.

I am appalled that reporting on this issue represents that the only citizens interested in pursing impeachment proceedings against Cheney and/or Bush are left-wing anti-war advocates. Moreover, if that is what the House and Senate members think then I am disgusted at the degree to which they are out of touch with their constituents. It is high time for the citizens of this country to take its employees (we do pay their salaries) in hand. If I ran my business with such lowbrow tactics I would lose my license. After Cheney is impeached and convicted, Bush is next. After they are removed and permanently barred from office, they should receive fair criminal trials in the U.S. and/or be extradited and tried by the International Court of Justice for their crimes against humanity.

This is the ONLY course of action that would restore our honor as a country. It probably won't happen - but it should.

Pelosi has been as loyal to the principles of our Constitution as her fellow Californian Feinstein. Nevertheless, she should be President - briefly - under the procedures wisely set out by the Founders, who knew that one day we would need to turn the rascals out, and set out a way to do so without bloodshed. If we cannot live up to their vision - and it seems we cannot - then we deserve to suffer the consequences - and I believe we are going to get it good and hard, unfortunately, if the Bush/Cheney gang are allowed to work all the wickedness they intend.

May the Creative Forces of the Universe have mercy on our souls, if any.

The fact that we are debating this makes me sick. People ought to realize that when you elect someone you can't just solve it by impeaching them when they do something you don't like. If that mentallity worked we should impeach over half of Congress for not doing what they said they would in their first 100 hours, or for continuing to keep upi the pressure on what they believe. All that has happened is that they fought ever word that came out of the Republican parties mouths, but when time came to actually do something they sat on their hands and failed. Shame on all of you who believe that everything George Bush says is a lie. No one is perfect, but you have to stand up for what you believe in.
I support George Bush and Dick Cheney, and if this turns into an impeachment trial I will continue to support them, and if in 30 years the truth of what they did comes to light I will hold strong to my support or denounce them on the spot. Until then, give me proof to the contrary.

A rule of the US House of Representatives, Section 603 of Jefferson's Manual of the Rules of the United States House of Representatives, allows federal impeachment proceedings to be initiated by joint resolution of a state legislature. Should proceeding initiated by Kucinich be squelched, which state's legislatures will show courage?

Whether or not Bush/Cheny/ (and others) are war criminals, and whether or not they also committed serious and impeachable offenses such as conspiring, soliciting, aiding and abetting, and authorizing acts against PERSONS in the US (whether they be citizen or not) in violation of the treaties, laws and Constitution of the US (eg fourth amendment, habeas corpus)....

...whether or not all of that is true, an impeachment costs so much and has such little benefit at this point, that despite being in favor of impeachment itself I would still vote against proceeding with it.

I make no criticism of Kucinich or those who express the impeachment view (it has legal merit and should be voiced ) I remind those who wish to impeach that it will cost, it is unlikely to succeed, you must get BOTH, the Senate rules are tricky, and to fail would bring greater catastrophe upon the nation.

So there you are. Impeachment just ain't in the cards. However, an election is...

First: polls are very carefully worded closed ended questions that in most cases have a predicted outcome. The clasic is "When did you stop beating your spouse?"

Second: Why did the Dems dump this on a committee when they had the chance to do the first step in impeachment, open hearing? How about because there is no "real" case. Or even better they are complicit.

Note on Second: Think on this, if you have true evidence of treason and withhold it or fail to act on it, you are comitting treason. Or at minimum conspiracy to commit treason.

Third: While I am not very happy with the roads the executive branch are taking, to even suggest executive orders came down from on high to torture people is highly suspicious, there are simply to many people with opposing views that know the rules for that not to be made very public - like CNN. And please don't be naive enough to confuse the field commander with the executive branch. Those people have been caught and I don't doubt that there are others that should be caught. But that is another topic.

And lastly - if you (like me) believe you need changes, vote for them.

Or better - get petitions going, get off the computer and do more than blog.

At 55, I have been a life-long Republican and proud of it.

However, I do not believe in voting a straight ticket ... either way. Instead, I choose to vote for whomever I believe to be the best, qualified candidate. Why would anyone do otherwise?

I am a working 'stiff' just like most folk in here and I agree whole-heartedly with bringing this administration to justice, swiftly and completely.

We want them impeached, removed, tried in court for treason, AND THEN sent overseas to an international tribunal for war crimes. And if I had my way, I'd have the whole administration's records ... take a snapshot of them as of '00 ... and seize every penny profiteered off this war. It is about time! Pelosi and other Democratic leaders abdicated their duties and responsibilities the very first day in power, and it took the GOP to put the House back on track and get them to do their jobs. That is the real embarrassment for the Democrats, not the fact impeachment was brought up in the first place. The charges are far more serious than any leveled against Bill Clinton, should be investigated thoroughly, and if valid should go for an impeachment vote. They should not be swept under the rug or ignored because someone might be embarrassed by them.

I think people are missing a much more sinister move by the Republicans in what they did. I think they are actually trying to give Kucinich a boost in order to split the Democratic vote should he decide to run as an independent. The only embarrassment to the Democrats is that they didn't back this resolution. They were supposedly sent to Congress to make a change, and by tabling impeachment of the most corrupt vice president in history, they are WORSE than the Republicans because they are allowing him to stay in place. This should be an embarrasment to the Country! This is an example of too little too late. I can't believe that the American people have let Bush and Chenney stay in office! Bruce Fein- a conservative constitutional scholar who served in the Justice Dept. during the Reagan admin. and has been affiliated with conservative think tanks like the American Enterprise Institute and the Heritage Foundation. Kucinich says that the war has cost the country $500+ billion dollars. However, the money does not disappear down a black hole. Rather, it moves out of a lot of tax-payer's pockets into the pockets of war-profiteers like Dick Cheney. It is too late in his vice-presidency to put band-aids on the limbs that people like Cheney and his corporate cronies have severed, but perhaps impeaching him would be a regenerative symbol of national rejection for the greed and hatred of human justice that he represents.

Impeachment and removal from office of both war criminals is just the first step. The next is for Congress to give the World Court jurisdiction and have Interpol transport those two killers to be tried for crimes against humanity.

To save our republic we must show that the egregious acts committed by the Cheney/Bush administration are not acceptable. While impeachment will be messy, it is wholly necessary in order to bring justice and stability back to executive branch. If we do nothing and oppose Kucinich's articles, then we are setting precedent for how nefarious we will allow the next tyrannical leader to be. Power is hard to reign back in once it gets out. Amazing that the Congressmen both Demos and Repubs can take time from their busy schedule jetting around blowing smoke as to what they "would do" about this or that as opposed to what they can do. The clock is ticking on the entire house of cards. Being a former Repub I am totally embarassed by this administration. They deserve to go down in flames.

What nobody seems to understand is that impeachment is bound to fail, because the Democrats will never get the necessary 2/3 vote in the Senate to convict. Therefore, it will be a waste of time and money, and result in a victory for Cheney. He will be laughing all the way to the bank, with the profits from the war he created.

It's time to take this one more step.

We know the Democrat leadership will do nothing that will hurt their finances.

Instead of following the reported polls why not elect Kucinich the Democratic Candidate for president.

Isn't it time the people were in charge? The only way that is going to happen is to get rid of the current Dem and Rep leadership and support only candidates that have shown they vote with the people. That may mean electing third party and independent candidates to Congress and Executive Branch.

But they couldn't do any worse. They will, however need to immediately nationalize campaign finance to eliminate the influence of PAC's and lobbyist.

'bout damn time! Steny Hoyer and Pelosi are acting like GM and Ford do towards higher gas mileage staandards. A floor debate on impeachment will win the Democrats votes not lose them, why are they fighting? Because it would shake Rahm Emmanuel's DCCC chokehold on candidates and we'd see a bunch of progressives running in '08. And they'd win.
I only hope the judiciary isn't so full of Federalist Society idiots that we can still get them prosecuted for treason after they leave office, whether they're impeached or not. If that doesn't happen, maybe they can be held indefinitely as illegal enemy combatants. Cheney wouldn't survive 24 hours.

Thank god it finally happened. I think the the articals brain dead author has it all wrong about the republican vote to keep the debate alive. Most republican congressmen are overjoyed at the prospect of Cheney being impeached if for nothing else to save their party from oblivion. There are a few true republican patriots like Ron Paul in the house and Chuck Hagel in the senate. It would truly be ironic if the the impeachment/Removal of Cheney and subsequently Bush is driven primarily by Republicans but then again history is full of ironies. Maybe the democrates should be the ones worrying about political oblivion.

Impeachment wasn't such an egregious waste of time and money when the Republicans did it to Bill Clinton over personal matters of no consequence to our nation. And they failed to convict. So what's the problem with Cheney standing for impeachment over alleged crimes of huge national import, regardless of the probability of a conviction?

Pelosi and the White House gave the same exact rationale for dismissing the notion of impeachment: that Congress should be focusing on S-CHIP, which they already passed only to have vetoed. And Pelosi added that they should be focusing on getting the troops out of Iraq, which they have failed to do time after time, as recently as last week.

Congress needs a 2/3 majority to get anything done in this political climate, including impeachment. So what's the difference between failing to provide healthcare to children, failing to end an unjust and unproductive war, and failing to impeach the leaders that sold us selective intelligence based on forged documents, aluminum tubes, and some nutjob named Curveball?

Does Dennis Kucinich believe in God? He's been praying to God for the past year that Congress finally call this administration out for their lack of transparency and accountability.

I hope Mr. Kane will re-educate himself on the views of Americans about impeachment. Polls from recent months show just over half supporting impeachment proceedings against Cheney, and slightly less than half against Bush.

And that's *before* there has been any true investigation, the kind that Conyers can do now that he has full investigative powers.

If only Mr. Kane and the mainstream press would report the facts, the country would swing overwhelmingly against this cabal of neo-fascist warmongers that threatens our constitutional form of government.

People out there, please fight the good fight and make sure this issue doesn't die! Call you representatives. Talk it up with your friends and co-workers. Impeachment is on the table finally! Hurray!

Not only should he be impeached, he, the President, and Donald Rumsfield should be tried for war crimes.

Read Article 3 of the Geneva Conventions. The Supreme Court even reminded the Bush Administration (Including Cheney), that they were bound by law to comply with Article 3. They chose not to. Among other things, Article 3 prohibits the following treatment of ALL detainees:
(a) Violence to life and person, in particular murder of all kinds, mutilation, cruel treatment and torture;
(b) Taking of hostages;
(c) Outrages upon personal dignity, in particular, humiliating and degrading treatment;
It does not matter if detainees are considered prisoners of war. It does not matter if their treatment is declared not to be torture. If it is degrading alone it is prohibited. There is no reasonable person in the United States who can state that waterboarding or stress positions are not degrading, humiliating, or inhumane treatment.

Shame on them for arbitrarily and summarily removing a Constitutional provision from any consideration for political expediency, and hurrah for Rep. Of course, no hate Bush lunatic can really point to any crime Cheney has committed, except in their deranged fantasies. Hating the Iraq war with irrational insanity does not mean Cheney has committed any crime, misdemeanor, or anything else.

There will be no impeachment or anything remotely close to it. It will never happen in a million years. The only reason House Republicans voted for this was to make fools out of the Democrats that support it...a grand total of about 20 or so,

Forget about polls. Polls mean next to nothing. Only the far Left in Congress and the public would seriously (not just in a hypothetical) try to get rid of Cheney. The Democrats, who think they are going to be back in the White House soon, are not going to jeopordize that possibility with an impeachment proceeding that could easily backfire on them. Not going to happen. Period.

There are numerous crimes that Cheney has committed. Prior to the war, start with the energy task force meeting, when he refused to disclose who attended that meeting as required by law. What did Cheney have to hide? That there were military advisers present and big oil interests who where planning a strategy to attack Iraq, destroy the infrastructure, and force most of Iraqi oil off the market. Cheney's plan was to impact world oil supply. After Iraq was bombed, and its oil production fell to one third, the oil supply took a hit, and oil went from $45 to $90 a barrel. The Oligarchy, the oil barons, and the Bush-Cheney oil buddies heavily invested in oil futures prior to the war, and they made a killing. Attacking Iran is for the same reason. To strike the oil infrastructure, manipulate supply downward and increase the price of oil.

With Cheney in command of Norad on the day of the 911 attack, did he arrange for all the simulated exercises that were used as decoys that day? We know that he gave the order to stand down as one plane approached the Pentagon on radar.

And yes, directing the fabrication of deceptive information about Iraq, as a false premise to go to war.

Illegally giving the orders to expose Valerie Plume, CIA agent.

Was Cheney involved in the B-52 equipped with nuclear missiles that was flown across the US without complying with strict military regulations. Was that plane on its way to attack Iran? Was that incident related to the billion dollar put option, betting on a large drop in the stock market in mid September?

Rep. Dennis Kucinich would like to have the House debate impeaching Vice President Cheney.

WASHINGTON (CNN) -- The House voted Tuesday to stop Rep. Dennis Kucinich's, D-Ohio, effort to bring up a debate on impeaching Vice President Dick Cheney.

Kucinich, who is vying for the Democratic presidential nomination, has tried to bring up the issue on three separate occasions. The House voted 218-194 to send it to committee, effectively killing it.

On the House floor, Kucinich said Cheney "acted in a manner contrary to his trust as vice president." Kucinich also said Cheney harmed national security by openly threatening Iran.

"Vice President Richard B. Cheney by such conduct is guilty of an impeachable offense warranting removal from office," Kucinich said.

White House spokeswoman Dana Perino criticized Democrats in Congress for spending time on this debate rather than focusing on health care for children and veterans.

"This Congress has not sent a single appropriations bill to the president's desk this year - a new record of failure," Perino said.

"Yet, they find time to spend an entire work period on futile votes to impeach the vice president or to pass contempt citations against the president's chief of staff and former counsel. It is this behavior that leaves the American people shaking their head in wonder at this Congress," Perino added.
