UPDATE: Hoyer: 'Impeachment ... Not on Our Agenda'

After the vote on the impeachment resolution, House Majority Leader Steny Hoyer (D-Md.) unequivocally said he expects no action taken by the Judiciary Committee to consider the Kucinich articles of impeachment against Vice President Cheney. "The speaker and I have both said impeachment, either of the president or the vice president, is not on our agenda," Hoyer told Capitol Briefing.

He said that this is the "waning" era of the Bush White House, meaning any impeachment proceedings would merely divert attention from the Democratic agenda of trying to actually halt the Iraq war and domestic items such as expanding health insurance for poor children. "This would take us months," Hoyer said of impeachment, saying that Judiciary Chairman John Conyers (D-Mich.) already has a "busy agenda".

Here's the quick breakdown of the two key votes, first the failed motion to table Rep. Dennis Kucinich's impeachment resolution and the second to send it to the Judiciary Committee:

• 86 Democrats voted against tabling the Kucinich resolution, signaling the base-line level of support for impeaching Cheney; 165 Republicans sided with Kucinich;
• 14 Democrats on Judiciary, including Conyers, also voted with Kucinich, more than half the Democrats on the panel;
• Just four Republicans - Wayne Gilchrest (Md.), Walter Jones (N.C.), Ron Paul (Tex.) and Mike Rogers (Mich.) - voted in favor of sending the resolution to committee. Gilchrest, Jones and Paul have all opposed the Iraq war, not surprising for them to be potentially supportive of impeachment proceedings. Rogers, however, has been a loyal Republican on Iraq war votes.

Don't they take an oath to uphold the Constitution when sworn into Congress? I had thought I'd read that somewhere in school.

Perhaps I am mistaken.

I've been a Democrat all my life but the insult to the people of America today is all I can take. I'm so angry with my elected officials, they should have backed Kucinich. Most of the educated people on this planet want Cheney and Bush impeached! We voted for change. I'm going to vote for Ron Paul and I'm going to push my Dem friends to do the same. Paul Kane, you're as sad as the rest of the mainstream media - no balls to stand up and tell the truth. Could the media hide the events in Congress today any better if they tried? The people of this country are finally rising out of their sleepy complacencey and will vote out those who continue to side with corruption, war, lies, human rights abuses, Constitute trampling, etc, etc,

Posted by: Eugene Mc Guinness | November 6, 2007 7:01 PM

I'm an independent who will also be temporarily registering Republican so I can vote for Ron Paul in my state's primary.

I also support the impeachment - but would like to include Bush as well. But what about Pelosi? I have no respect for her either and would not be happy with her replacing them.

Apparently the Democrats are no better than the Republicans as far as Gutting, Usurping and Crapping on our United States Consitution in order to aid and abet the Neo Con Parasites to continue to Pig Out at the United States Treasury Trough to the tune of almost 10 trillion American Taxpayer dollars in deficits the Neo Con Republicans have foisted on us, our kids, and grand kids.
It will take a Revolution to get rid of the Neo Con Parasites infesting the Executive Branch especially the Neo Con United States Supreme Court Justices where the Conflict of Interest and Collusion begins. Get rid of the Neo Con Federal Lawyers, Judges and Prosecutors and replace them with Non Partisan career employees.
Don't just impeach the Neo Con parasites... Impeach any lawmaker who is aiding and abetting these Slimey Scumbags. Republican or Democrat

The American people gave Democrats the control of Congress with one clear mission: change course from what Bush and Cheney had been doing since 2001.

After one year in the majority, Democrats have failed miserably. They failed to end the Iraq war. They failed to stop Bush from escalating tension all over the Middle East and South Asia. They failed to hold Bush accountable in his dealings with brutal dictators such as Musharraf. No wonder why the American people are tired of this useless Congress.

But when Democrats had the chance to start doing some good, they turned their backs to fellow Dennis Kucinich and voted NOT TO IMPEACH CHENEY !!!

WHAT A BUNCH OF COWARDS !!!

All over the country, people should begin organizing in order to kick both REPUBLICANS AND DEMOCRATS out of Congress as soon as possible, so they don't cause further damage to the U.S.A.

Posted by: Berry | November 6, 2007 8:14 PM

Our Democratic leaders need to be voted out of office. This is supposed to be a representative government. The vast majority of the American Public want to go forward with impeachment.

Posted by: Virginia Scialanca | November 6, 2007 8:24 PM

guess what? a noisy, all-caps minority doesn't make "We The People." I, for one, would prefer that my elected representatives move forward with the business of running the country, instead of dragging themselves into the political equivalent of the Iraq war.

Kucinich tried a blatant political stunt, people saw through it. Big deal.

If congress won't consider impeaching a vice president or president who took this country to war based on their lies, then what just what WOULD they consider grounds for impeachment?

Congress is as corrupt and evil as BushCo.

What am I missing here, does this not mean that the Judicary is now considering drafting articles of impeachment? And further that the democrats on that committee are in support of such action? I remember my Henry Hyde days: when the judiciary decided to do the same to Clinton.

Posted by: Is this not good news? | November 6, 2007 10:04 PM

The Democrats continue to fail this former Congressional staffer. I would advise people to vote for third party candidates in the primaries. Send a message that the failure to end the war, the failure to restore the integrity and power of the Legislature, the failure of Pelosi to impeach these criminals will not be tolerated with silence. The Democratic party MUST grow a spine!

Posted by: Angry Liberal | November 6, 2007 10:44 PM

The American people need to tell Hoyer, and Pelosi that it is not necessarily "their" table.

Laws have been broken. The remedy is impeachment. We are either a country of laws, or we are not.

We must vote in individuals of principle and back bone, or our great Democracy does not have a prayer.

Posted by: Susan Frishkorn | November 6, 2007 10:48 PM

Principles matter. The President and Vice President are war mongers, liars, and war criminals. The two of them would be wise to never leave the United States after their terms of office are (mercifully) over because they could well be arrested by other sovereign nations and made to stand trial. The House should vote to impeach them for their intentional lies about the rationale for the war and then they should be convicted by the Senate. It could be done so quickly that there would be no distraction from the upcoming election. Besides that, principles matter and right is right. F*ck Bush and F*ck Cheney.

Posted by: Anonymous | November 6, 2007 10:58 PM

This just raises more questions:
1. Why has it taken this long?
2. Why is the mainsteam media not reporting this very important event?

It is not everyday articles of impeachment get read on the House floor and that they get sent to Committee, so why is there not breaking news about this?

Posted by: 4 the constitution | November 6, 2007 11:03 PM

My take on the sudden change of heart by the rethuglicans in voting to send this resolution into committee: David Swanson's live blog of the vote opines,

"No doubt the Republicans want to get the Dem leaders on tape on the floor defending Cheney against impeachment."

Or could it be that impeachment has been off the table because the Dems are afraid the truth will come out about their complicity in the very crimes Cheney is accused of. If an investigation gets underway into Cheney's role in lying us into war, the Dems collusion will begin to show. Their constant whining, "we didn't know" will be exposed. The back room deals will come to light. The utter spinelessness of the Dems, repeatedly complained about by the American public, will suddenly make sense.

I believe the mask of connivance is slipping as demonstrated by Dianne Feinstein's vote for Mukasey. Her vote is part of the price she's paying to her master the BushCo war-mongering, war services industry which directly benefits her war-profiteering husband Richard Blum, a 75% partner in Perini Corporation. Perini is a construction company that has received nearly a billion dollars in Iraq reconstruction funds.

There are a number of theories running around the blogosphere, from The GOP is trying to embarrass the Dems, to this a GOP trick that backfired on them. I'm sticking to my guns. I think this is the reason dems have been so weak since they took the house.

Whatever the case, I hope the truth comes out, for the very survival of our country.

Mr. Kane, the writer of this account, makes a point of quoting the excuses for NOT impeaching, and omitting the reasons FOR impeaching.

Fellow readers, remember this. If you want the whole story, you are NOT going to get it here.

I favor impeaching them both, but Cheney first. Pelosi does not deserve to be President, but it's the only Constitutional way to remove the Bush/Cheney gang from power until the next elected President's term begins. Although the last elected President in our history was named Clinton, I hope that the next one is not.

The most recent poll on impeaching Cheney came in the way of the Libby commutation back in July, 2007. It was performed by the American Research Group (ARG), which operates out of New Hampshire.

ARG in July 2007 found that:

+ 54% of adults were in favor of impeaching Cheney.
+ 40% were oppposed.

Since then, major polling firms such as Zogby and Gallup have been offered significant sums to update the impeachment polls, and all have declined.

Back in July, a majority of Americans were in favor of impeaching Cheney. So, no one can accurately characterize this as a fringe issue.

It appears some posters are angry with Democrats for acting like mature, fair-minded statesmen. Pity. It would be a sad day for our current Democratic Congress to emulate the rapacious and mindlessly partisan Republican Congress of the 1990's.

An Email to my Republican congressman sent earlier today:

Dear Congressman,

I was puzzled by your two votes yesterday for advancing the impeachmnent of Vice President Cheney. This is not a position you have taken in the past, despite evidence that the Vice President cherry-picked intelligence in the runup to the Iraq debacle.

So I have a question for you. Have you REALLY changed your mind and are ready to investigate the Vice President, or were these votes a political stunt to embarass Democrats?

If the former, I would like for you to announce your change of position to the press, and let me know what your next steps will be toward moving impeachment forward. If the latter, please apologize to the House of Representatives for wasting their time on a cheap attempt to make partisan points.

I am looking forward to your quick response.

I have never felt so helpless and invisible as an American as I have during this last administration - from both the Republicans and the Democratics. The few people who are speaking out against the illegal war and the loss of our constitution, and who object to having their rights taken away and to having Jihadist Christianity shoved down their throats are labeled as crazy, anti-American fringe groups and are discredited at every turn. Who are we fooling? The "average" Americans (i.e. not rich or powerful) are nothing more than pawns in this game - but we are the ones who are ultimately paying the price!

Posted by: Suzanne | November 7, 2007 1:26 PM

I think we, the American people, should present President Bush with 3 demands: (1)Cheney's resignation; (2)appointment of Senator Hagel as vice-president; (3)Bush's resignation. If Bush fails to act by Dec. 31, 2007, we go on strike beginning January 1, 2008--a national strike, no one except doctors, police, and other essential service providers go to work. The rest of us should take to the streets until our demands are met. WE THE PEOPLE. Please spread this idea--CALL FOR NATIONAL STRIKE BEGINNING JANUARY 1, 2008.

Hoyer types are the problem. No strength at all. They fold like chairs.

Those who fail to uphold the constitution will be remembered come election time.

Cheney has been working against the interests of the American people and for his fat-cat friends since the Nixon administration. He has caused much death and suffering through the years.

Hoyer and his pals need to stand up to him. Doesn't matter if it's the very last day of the Bush administration. Just do it. For once.

Thank you Kucinich.

sheesh, i'm just about as liberal as they come but the posts from all the screaming lefties on here are just laughable. impeach the president and the vice president? nowhere on here does anyone say WHAT GOOD IT WILL DO to impeach them! it's a cheapshot talkingpoint for left-of-center whackos like most of the people who seem to be blogging on this. ever heard of winning elections? that's what the dems need to concentrate on now, and i'm glad our leaders have more sense than the bloodthirsty, myopic morons posting all their crazy theories here. let's win the presidency back next year and solidify our hold on congress, not waste time going for blood on a lame-duck president and his chicken-hawk veep.

Posted by: pdxatheist | November 7, 2007 3:52 PM

I'd like to see some good polling on the question of impeachment. I have yet to read of single poll about it, and that surprises me, since it seem they poll EVERYTHING these days. Otr are the numbers not being released because neither the Democrats or Republicans want to see them.

50% of the AMerican people dispprove strongly of the job Bush is doing, another 14% disapprove as well. I bet you'd get at least a 50% yes to the questions of whether impeachment proceedings should be started.

Posted by: Anonymous | November 7, 2007 4:45 PM

Its upsetting to read the comments about how many people are now going to vote for Ron Paul. What about Kucinich?! He's the one who stood up.
If people want to vote for change (as if voting is really anything but an illusion that we live in a democracy. Didn't we learn from the last election?) Then they should be leaning a little more to the left. Vote for Kucinich if you're going to vote. He's been doing the right thing since before it became popular.

Posted by: J.K. Leary | November 7, 2007 5:04 PM

The proper target of impeachment proceedings are the Supreme Court Justices of the Right to Life faction who awarded the Presidency to Bush/Cheney to begin with, in a contemptible conspiracy with Big Oil. Right to Life got to pack the Supreme Court in return for facilitating a War of Aggression against Iraq.

Federal conspiracy law says that all members of a conspiracy are guilty of all crimes committed by the entire conspiracy-- even ones they didn't know about or agree with. So Kennedy, Scalia, and Thomas can be charged with conspiracy to illegally invade Iraq even if their primary purpose was simply to pack the Court with Roberts and Allito. (Even if they hadn't further implicated themselves by ruling to cover up the proceedings of the Çheney Energy task force.)

Last I checked, the top Nazis were hanged for that one.

Their unique ruling of Dec. 11, 2000, (a date which will live in Infamy), which the authors did not even claim to be a binding precedent, overturned more than 200 years of law and tradition that reserved determination of contested elections to the Congress.

Yes Cheney, Bush and other Executive Branch official should be impeached. But clearly the founders never envisioned an oligarchy where the President and Supreme Court get to appoint each other instead of deferring to Congress.

This conspiracy must not be able to escape with the fruit of their crimes. And their stranglehold on the Court is pretty big fruit. This is the crux of the matter that Conyers needs to investigate.

Here's what everyone fails to realize.

The Democrats don't want to end the war.

The don't want to end the war, because they'll have nothing to bash the Republicans with in the 2008 Presidentical elections. To them, it makes more sense to wait until '08, and wait for all of us to get pissed off enough that the Legislative AND Executive branches will be Democratically controlled. Thats their strategy. Lovely, isn't it. Meanwhile, our soldiers die, and the middle east remains a hornets nest, swatted over and over again.

This war isn't going to end anytime soon.

What we can do to force a change:

Organize a National Strike Day. I agree with a previous poster -- This actually sounds like a brilliant idea. Pull the plug on the bastards if they won't listen to us.

Since when did "our agenda" outweigh THE WILL OF THE @)*#!ing PEOPLE?

Are we really to believe that the reason the spineless Dems don't want to impeach the VP is because it take away from their efforts to stop the war? Are they serious? They have caved at every turn, and we are supposed to believe that they are going to utilize this last year to get something major done? Please! Do your damn job Democrats! Enforce the Constitution! You will earn a hell of a lot more votes that way.

Sometimes I just can't figure out where these twits get their information. Clearly not from the polls, and clearly not from their constituents. Maybe from the White House?

Posted by: Christopher | November 8, 2007 10:37 AM

By extension, then, Pelosi's and Hoyer's comments and behavior regarding the Democratic agenda, it is clear that getting out of Iraq is not on the agenda, as well. I'm sure that most Democrats and all the Republicans are anxious to allow the military forces to referee the civil war in Iraq, to struggle with the growing presence of the Taliban in Afghanistan, and to be prepared and in place for the next Cheney-Bush war planned for Iran. We may very well be witnesses to the end of this Country as a Republic rooted in our sacred Constitution, which is increasingly being shredded in the name of "security and freedom."

I just do not regard this as a "chicken little" exaggeration. It is serious, and it is time for the emergence of the best legal and political minds of this Country to unite and lead the citizens in doing something about it, and promptly.

Hey Hoyer, since everyone is "just to d-a-m-n busy with your own agendas" to do whats right for the country, and what your countrymen are pleading with you to do as their representatives, then perhaps you should voluntarily "step down!" You're not there for the people, you're not there for the good of the country, and you're only there for yourself, so really what good are you? Get out while you can before getting kicked out! The voters are becoming much more aware of congressional antics and the jig is up. Now we know what y'all do up there, NOTHING! Looks like more indictments are in order as the BushCo team is coming out of the closet for an end run! We're glad your telling on yourselves...

Here's an approximate quick tally of what these political devils are hiding:

The most recent international figures of the war on terrorism I could find are from June '07 reports, except for current U.S. troop deaths that I've added.

Keep in mind that "seriously injured" means cannot return to service or for civilians it means dismembered or maimed for life!

World Troops "dead" fighting terrorism: 43,791+
World Troops "seriously injured": 190,222+
Civilian Casualties "dead": 789,442+
Civilian Casualties "seriously injured": 1,420,996+

Total approximate serious Casualties: 2,444,451+

Approximate AWOL's due to atrocities: 40,000+

Approximate new total of dead, wounded or missing: 2,484,451+

The real figures are far beyond this June '07 tally. This is also "why" they're beginning talks of re-instituting the draft for your children, which is what they're hiding from you.

They definitely need more warm bodies for sacrifice! If you let them kill off your children for their sacrifices, then y'all deserve it.

"He said that this is the "waning" era of the Bush White House, meaning any impeachment proceedings would merely divert attention from the Democratic agenda of trying to actually halt the Iraq war and domestic items such as expanding health insurance for poor children."

If halting the Iraq war and expanding health insurance for poor children has been the Democratic agenda, they have failed miserably. Try something new, like impeaching the VP and Bush. Hoyer, Pelosi and Reid are pathetic.

No, we wouldn't want you to be diverted from your failed agendas. You certainly weren't diverted from overriding Bush's veto on your pork projects. You and your spineless colleagues are total failures.

Cindy Sheehan for congress. Bye Bye Nancy the Ninny and Steny le Douche. The only thing worse than corrupt Repubs is gutless Dems. You embarass me. (and sicken me)

The congressional Dems are in a tough spot here. They know that they have no grounds to impeach either the Pres or VP yet they they have the looney left that they courted to gain control of congress to answer to. Take the claim of illegal war. How do they pull that off after granting the president the authority to go to war. Remember that the Senate had a Dem majority when they authorized war in Iraq. Then there is the alleged lies about WMD. This will be met with newsclip after newsclip of Dems including Bill Clinton and Al Gore in the 90's espousing these same "lies" Move into the post 9/11 congress and you will find Senators from Clinton to Leahey talking about how we need to take Saddam out. The wackos here want to disregard the law and impeach and convict someone who has broken no laws. You may not like Bush or Cheney as you may not like others in your life but the constitution protects us from being arrested just because you are disliked. Remember some may dislike you and want you arrested. The irony is that the loons that have posted here want to disregard the constitution and illegally impeach everyone from Bush and Cheney to Pelosi and Hoyer. Some want to illegally go after the Supreme court justices as well. Damn the law when it comes to someone you disagree with. Dems in congress must be wondering what to do with crazy uncle Lefty now that he has found his way out of the attack.

BTW, Beezer in a earlier comment wanted a "recent" poll. Rasmusser has obliged:

http://www.rasmussenreports.com/public_content/politics/current_events/general_current_events/31_want_cheney_impeached

The results? Only 31% want him impeached. 40% don't.

The realist in me knows the only way to get past this sorry government mess is to vote more Republicans out and more Democrats in.

This is a sad, I repeat SAD, option. For the Democrats have done nothing to deserve more power. They lack the courage of coviction, and have turned their backs on the constitution as much as any neo-con.

I would LOVE to see a potent third party emerge from all of this.

I am sick and disgusted of both partys.

Posted by: Kevin | November 13, 2007 8:36 PM

Why does none of you left-wing extremists bother to look up how many votes both parties have in this Congress, and educate yourselves on the simple fact that the Democrats DON'T HAVE THE VOTES for an impeachment?!! Majority Leader Hoyer and Speaker Pelosi know this.
(Btw, I believe that if Nancy Pelosi was not the Speaker, she would side with Congressman Kucinich, she is quite liberal, but as Speaker she has to represent all fractions of the party, not just hers).
In case you don't remember, the last time a president was impeached the process took over a year. Do any of you want for the legislative process to be held up by this for an entire year? Besides, a little more than a year from now, both Bush and Cheney will be gone anyway.
As for ending the Iraq war, the Democrats tried a couple of times, but it is hard to do against the will of the president and with the Republicans refusing to support the veto override.
You didn't give the Dems a 2/3 majority in the last elections (which is needed for a veto overrride as well as impeachment) so don't complain now.
Give the Democrats a break!

Is everybody who posted on this thread stark-raving mad?

I think you all need a sedative ASAP. Maybe a whole bottle full.

What a bunch of whack jobs.
