Pelosi to Stop Clock on Colombia Deal
House Speaker Nancy Pelosi (D-Calif.) threw a counter-punch at President Bush on the Colombia free trade agreement today, announcing that the House would vote on a rules change to stop a legally mandated 90-day clock for Congress to take up the measure.
Bush sent Congress the Colombia measure on Tuesday, despite Pelosi's having warned against it last week. Under so-called "fast-track" rules, the House now has 60 days to bring the bill to an up-or-down vote, followed by 30 days for the Senate to do the same.
But Pelosi said today that she would bring a procedural change to the House floor Thursday to drop that 90-day timetable, argung that the House sets its own rules that supersede any fast-track trade law. "The president took his action. I will take mine tomorrow," Pelosi said.
With most Democrats and their labor union allies opposed to the Colombia measure, its prospects for passage are currently unclear. Some Democrats want to wait until Congress passes trade adjustment assistance, or help for displaced American workers, before they have to vote on the Colombia bill. Bush and his fellow Republicans had hoped that starting the 90-day clock would force enough Democrats off the fence to get the measure passed. Now the ball is back in Bush's court -- without a game clock.
UPDATE 1:52 PM: House Minority Leader John Boehner (R-Ohio) has issued a statement strongly warning against delaying the Colombia vote.
"Any vote to delay the consideration of the Colombia Free Trade Agreement would violate the spirit of the law and undermine our ability to create more American jobs," Boehner said. "Let me be clearer: it would be cheating. It would break a promise Democratic leaders made to the American people."
UPDATE 2:37 PM: Pelosi's office is reminding reporters covering this story that Bush "broke years of precedent" by sending the Colombia bill to the Hill despite Pelosi's contrary advice. "In the past three decades of fast track authority, no President has ever sent Congress a trade deal without the consent of House and Senate leaders," Pelosi's office said.

Too bad, Dems are wrong on this one.
Colombia is a key ally and needs our support. Instead we will give Colombia a slap in the face. I wonder how we'd feel if Canada were headed by a military dictator who sent $300 million to a domestic terror group that kidnaps innocent civilians including a presidential candidate. Or how about the bombing of El Nogal, a Bogota health club, killing dozens of innocent people whose only crime was that they were "los ricos."
No, we're going to point to the murder of "trade unionists" in political violence that has enveloped this country for 80 years, and we're going to blame it all on the GOC, and we're going to completely ignore Colombia's needs and the benefits we would draw from a stronger Colombia.
As for the abuses and international law violations by the Colombian guerrillas, who cares? They're harder to get to. But Colombia is a ripe target, and after all it's a banana republic anyway, I mean who cares if we treat that country like garbage? At least it'll make the left wing of the Democratic Party happy.

It is way past time Congress shows Bush some back bone. W has defied the law and has not been playing by the rules for 7 years, with his signing statements, secret memos, putting the war bill on credit card, etc.
Whether it is this bill or some other bill, we need to teach W a lesson about working with Congress and the People.

I was born in Colombia but I was raised here in the US and I believe that I can give a good perspective on this matter. Nancy Pelosi says that the government first has to give guarantees to the American worker well this bill is a big push for them, including myself. Let me use the US automotive industry as an example, did you know that Colombia charges an import tax of 35% of the purchase value of every American car that's brought into Colombia, yes 35%, because of this, American automobiles that are exported are sold at three times their market value and can only be afforded by the rich overthere, I'm talking about average American cars like Ford explorers and basic sedans. If the trade agreement is approved, then that tax will be significantly reduced and Colombians will flock into buying American cars because they will be more affordable. That will immediately create jobs for the auto industry and will give the US a much needed edge against their Japanese competitors in the area. So please Ms. Pelosi, put that into perspective.

Question: Does the President have authority to submit legislation proposals to Congress?
Answer: Obviously YES!!!
Question: Does the President require the approval of House or Senate leaders in order to submit legislation to Congress?
Answer: Obviously NO!!!
Question: What is Congress supposed to do with legislation sent by the President?
Answer: Under the Fast Track rules, the House must have a YES/NO vote within 60 days, and the Senate must have a YES/NO vote within the next 30 days.
Question: What happens if Congress does not comply with the specified timeframe?
Answer: Nothing. That's just breaking the law.

The Associated press reports, "Pelosi, at a news conference, said that if legislation approving the trade deal were taken up now, it would be defeated, 'and what message would that send' to the Colombian people?" It would send an honest, frank, and clear one about the intentions and priorities of America's chief legislative body. Is that not in the repertoire of the United States Congress these days?

The Democrats are not delaying this because they oppose it. They are delaying it because they support it but don't want to vote on it yet. This is all about election politics.
In the entire history of the United States we have never had this type of a trade deal with Colombia. Why must this one be finished in 90 days? What is the hurry? Think about it.

Patrick, what you say makes sense, but both Dem candidates (except for one half of Billary) say they oppose the pact. There is a possibility that if it doesn't get done before the election, it will not get done, right? Or what am I missing?
By the way, Colombianists will note that today happens to be the 60th anniversary of the assassination of Jorge Gaitan and the "Bogotazo" riot that followed.

I am a democrat, but I am also a specialist in Latin American affairs. Approving this Free Trade Agreement will not "harm" the US economy in the least. This is a country that is one of our ONLY allies in Latin America right now. They are assisting us in fighting narco-terrorists, their economy is one of the fastest growing in Latin America and their president isn't a raving lunatic like Hugo Chavez...but let's slap him in the face so that his successor is a complete lunatic that will not support our efforts to stop the flow of drugs into the US...that makes perfect sense. This is why we democrats are not known for our stance on foreign affairs. Short sided and ridiculous if you ask me. I am never on GW 's side...but this one is a no-brainer.

This poster said it better than I can. But as another poster already mentioend, our tarrifs on Columbian good is essentially zip, through the Andean Free Trade Agreement already in place, and unaffected by this vote. The main tariifs dropping through this are on the Columbian side, which go up to about 40% on some American goods. So numskull unions, please note: The main beneficiary of this will be us (read: American jobs), though granted the total amounts won't be all that much. Even y'all can't be this dumb.
What it did advance is mainly political, drawing Columbia intot he family of democracies and nations trying to live by civilized means. So leave it to parochial Dems to slap one of our few friends down there in the face while he is taking on the Hugo Chavez's of the world.

Colombia deserves better consideration than simply a market for US products. They deserve a trade agreement that acknowledges the value of their labor and the right of their labor to organize.
The US has a horrible history of exploiting Central and South American countries by backing very bad choices for those country's leadership to the exclusive benefit of exploitive industries.
Let's take some time and do it right this time.
Colombians deserve it.

For those who think jobs would be taken out the US, you're wrong, and you shouldn't let the political bull get you. The fact is that the trade marked is just to reduce taxes on both countries, not to take the jobs out. This isn't mexico we're talking about. Besides the Colombians are pissed enough with the violence in their country to let big corporations mess with the job marked. As a result, american jobs aren't endangered by this trade. And if you read the whole concept of this trade, it is mostly of political alliance and reassurance. if you don't belive it just watch what Venezuela and Ecuador keep saying about America. Mostly the latter one that wants to give the current U.S base in Ecuador to China. I would say to those who oppose the deal to read very carefully what the trade is about and not let their ears being fiiled with garbage from those called sindicate leaders. After all, they're the ones who enjoy the beneifts of the sindicates by selling felllow workers's benefits and rights just to have a 500k house and a BMW.

Nancy Pelosi gave an excuse for Hugo Chavez and his cronies to have a celebration. All of Colombia's enemies got what they wanted... no Free Trade Agreement. A message was sent out to the world by Congress that day ... be our friends and we'll let you down. If I worked at Catapillar, I'd be worried that when the Canadians sign a free trade agreement with Colombia, Canadian tractors/minning equipment will be traiff free and cheaper. Maybe Colombian companies will start buying products with companies that sign free trade agreements with them.
