Council Approves Noise Bill, or Does It?

The D.C. Council gave final approval today to a heavily amended noise bill in a 9 to 4 vote after a hard-hitting lobbying campaign by labor unions that several council members described as mean-spirited and unfairly targeted at two members who are up for reelection.
The Noise Control Amendment Act was so changed from its initial draft that the main supporters -- Council members Tommy Wells (D-Ward 6) and Mary M. Cheh (D-Ward 3) -- abandoned it. The two council members were joined by members David A. Catania (I-At Large) and Carol Schwartz (R-At Large) as dissenters.
Under the amended legislation, noncommercial public speech during the day would be restricted to no greater than 80 decibels or 10 decibels above the ambient noise level when measured from the nearest an occupied residence.
The initial legislation used 70 decibels as a barometer and did not require measurement from an occupied residence.
The legislation is pending the mayor's signature and congressional review.

"Recall Time" obviously does not know Tommy Wells and his staff, who stand up for the people of his ward and not special interests.

I don't have the means to obtain an amplifier, so the council actually only guaranteed speech rights to those with money and equipment. My voice will be unheard in the free marketplace of ideas.
Or some millionaire nutball with a grudge against unions will employ one gigantic amplifier to squish union rallies.
The amplifier arms race is on!

paper megaphones are free-- you can roll up a newspaper. and if you're hosting an event with lots of ppl that requires something to rise above the crowd, you could reach out to any number of community groups that own such equipment. I'm sure someone would help you out. Social justice communities are actually very friendly.

Does anyone besides me find it interesting that Kwame Brown voted for this measure?
Anyone who's walked down near his campaign office on H St NE would find the irony in this. Perhaps his actions actually are louder than his election-crafted words.

Jack Evans actually has an opponent in the Ward 2 September Democratic Primary. For those who are not pleased with his continued backing and support for his well connected business and big labor friends, it might be time to support an opponent who might force him to try listening to folks who live in the City and not in the suburbs.

I don't know why City Resident was so ambiguous about Jack Evans's opponent, so I'll say what s/he should have: His opponent is Carey Silverman. His web site is http://caryforcouncil.org/. Now, I don't even live in Ward 2, but I'm contributing to his campaign. Jack Evans is a sell-out. He has no integrity and cares only about staying in office. He must go!
I am a life-long Democrat, but the unions' opposition to noise abatement is turning me against organized labor. I was already turned off by them when I learned that these lazy a***s hire the homeless and other NONUNION people to walk their noisy picket lines, with their ridiculous inflated rat, rather than do it themselves. Moreover, many or most union members working in the city don't even live here. Union members, I am contributing to an anti-union organizations in response to our disdain for city residents. Disdain begets disdain.
Jack Evans, that inflatable rat should be parked on your doorstep. It's your next of kin.

So another community initiative by inept Ward 6 Councilmember Tommy Wells fails.
After watching his failures over the last 18 months from the curfew bill, the noise bill, homeless shelters, neighborhood parking, southwest development, fireworks legislation and the rise in Ward 6 neighborhood crime with no MPD response, Ward 6 gets only talk, more talk, a couple of pot luck dinners and a few bike racks for parking bikes. Wells and his staff are not ready for prime time. They need to go.
Ward 6 has an empty seat occupied by ghost who collects a salary, solicits no respect or fear from other Councilmembers and doesn't have a clue on how to represent his Ward.
We cannot wait until 2010. Think of all the damage he can do. Recall now!
