Whose Earmark Is It, Anyway?

Taxpayers for Common Sense tells us that Sen. Hillary Rodham Clinton brought home more than $340 million worth of projects for New York in last year's spending bills while Sen. Barack Obama brought home only $91 for Illinois. Sen. John McCain rejects earmarks.

Pork vs. Public Works

One of the things an effective member of Congress can do is steer federal money to pet projects through a process known as earmarking. Is it just pork?
