Wht's the catch?

Surely, Fairfax schools can figure out some way to spend at least a million bucks or so on this.

Great! I believe that the more languages we all speak the better. Now,if only my child's Fairfax County Public H.S. Algebra teacher could speak English clearly enough so the students could understand her, I might think the tax-payers were getting something to show for their money.
