I, for one, think you are right on the mark.
It all boils down to this - voters have not, historically, especially in Fairfax County, called the politicians to account for their spending.
Don't think for one moment that politicians don't know this.
So, the spending continues, and continues, and continues. And taxes go up, and up, and up.

I have no problem with pet-friendly shelters, but would point out that you can raise some of the money by imposing the costs on pet owners up front and by passing the hat to others willing to pay at the same time.
The lady quoted in the article says she loves her four dogs and would risk her life to save them - well, let her pay a few extra bucks into a kitty (so to speak) now to help ensure there are shelters for her to go to so she doesn't have to make that choice. Make it part of a tag fee for pets. You pay to get them shots, why not pay to ensure we have a pet-friendly shelter?
And for the rest of folks who think it is good to have pet-friendly shelters and don't have pets that require tags, allow the humane societies try to raise the money by passing the hat around to folks who would be willing to donate. Let us make a charitable contribution to fund pet-friendly shelters if we want to.
Or the state can sell something to people willing to pay - let us buy pet-friendly shelter license plates we can put on our cars if we pay extra for them.
So many choices. Taxes are not the only one. They've just become the easy one. We need to break our elected officials of that lazy answer to everything.

I agree with you 100%. I wish our politicians believed as you do.
We have a $3.3 BILLION budget now in Fairfax County (or soon will have)!
Anyone have information on how long ago it was when the Fairfax County budget was half that amount ($1.5 billion or so)?
I'd be real interested in that.

I know that I probably sound like the Wicked Witch of the West, - "and your little dog Toto, too' - but what's with this? It's a pet, not a person. I have no kids, but I always vote FOR school bonds. I'm allergic to the great outdoors, but I always vote for park issues. That's it. This is where I draw the line. If someone is willing to die for/with their pet, let them. Resources (money) is in too short a supply to waste it on (non-human) animals.
