Pelosi Calls For 'Top-To-Bottom' Review Of Page Program

House Speaker Nancy Pelosi has called for a top-to-bottom review of the House page program in the wake of revelations that four teenage pages were expelled because of shoplifting and sexual misconduct charges. The two Republican House members who serve on the House Page Board resigned Thursday, complaining they were kept in the dark by the Democratic appointed clerk of the House who oversees the House page program.

"The House Page Board must undertake an immediate and thorough review of the adequacy of the supervision and security at the Page dorm," Pelosi said in a short statement issued Friday afternoon. "As a mother and a grandmother, nothing is more important to me than the safety and security of our House pages."

Pelosi cited the reforms the new Democratic majority pushed in January in response to last year's page sex scandal involving disgraced former Rep. Mark Foley (R-Fla.), which led to his party's demise in the elections. "The House enforces a zero tolerance policy for page misconduct," Pelosi said. "That is why the House pages involved in each of these serious incidents were immediately expelled and sent home."

GOP Reps. Ginny Brown-Waite of Florida and Shelly Moore Capito of West Virginia resigned from the page board, on Thursday and Friday respectively, saying they were upset that the clerk of the House, who oversees the page program, didn't inform them of the pages' indiscretions. Both congresswomen say they found out about the shoplifting incident through "rumors."

Sources say two students got caught shoplifting clothes at a "shopping mall just across the river in Virginia" - most likely at the Pentagon City mall in Arlington. Both students were expelled. Capito tells us she didn't learn of the shoplifting incident until four days later when she "heard it through a rumor."

In a statement issued late Friday afternoon, the House clerk, Lorraine Miller, acknowledged she didn't immediately advise the Republican members of the pages' expulsions. She made no mention of Capito, but said the "incident occurred over a weekend" and Brown-Waite was "informed on the next business day."

"After that incident, Board members asked that they all be informed immediately of any such disciplinary action, and the Clerk provided that notice in the most recent case," Miller said.

The other misconduct incident allegedly involved a female page performing oral sex on a male page in an elevator in their dorm while other teenagers in their program watched. Two kids served as "enablers" by holding the elevator door open and serving as lookout, the sources say. The pages who engaged in sexual activity in the elevator were expelled after an adult proctor busted them.

In that case, Brown-Waite and Capito say they were told of the misconduct immediately but both expressed uneasiness with a lack of adult supervision. And Capito said she "didn't think we were getting the full story."

She and Brown-Waite both expressed displeasure with Miller and with Pelosi, who hired Miller to be House clerk. But neither went so far as to call for Miller's resignation. "That's up to Pelosi," says Capito, who served on the page board last year during the Foley drama.

Brown-Waite told the Sleuth Thursday: "I thought the Mark Foley incident was a wake-up call. Apparently it wasn't." She said she felt "very, very uncomfortable" with the page program as it currently exists and wouldn't allow her 16-year-old grandson to serve in the program if he wanted to.

Miller, in her statement, responded to Brown-Waite's criticism. Citing an "unprecedented" number of board meetings held this year - a total of seven - Miller said, "I regret that Rep. Brown-Waite does not feel that these forums offered the opportunity to present her concerns and the insight that she has received from her discussions with parents and pages."

Brown-Waite and Capito say they were told of the sexual misconduct case in a timely manner but both expressed uneasiness with what they view as a general lack of adult supervision. And Capito said she "didn't think we were getting the full story."

She and Brown-Waite both expressed displeasure with Miller, the House clerk, and with Pelosi, who hired Miller. But neither went so far as to call for Miller's resignation. "That's up to Pelosi," says Capito, who served on the page board last year during the Foley drama.

It's now up to House Minority Leader John Boehner (Ohio) to appoint two new Republicans to the eight-member page board, which is comprised of two Democrats, two Republicans, the House sergeant at arms, the House clerk, a former page and a parent of a former page. Boehner spokesman Brian Kennedy says the GOP leader wants to "ascertain all the facts" before deciding when - or whether - to appoint two new Republicans to the board.

After the Foley scandal, the House ethics committee concluded that GOP leaders did not break any rules but that their staffs failed to properly relay information to Democrats. Ironically, because of the spate of (albeit negative) publicity from Foley scandal, the page program drew renewed interest with a record number of applicants for this session's crop of nearly 70 pages, who attend private classes in the mornings and spend the rest of their time running messages for members of Congress for a stipend of about $1,500 a month.

To whom it may concern,

I have been reading multiple comments that were in response to the resignation of the two republicans from the page board and I can no longer take any more.

The great thing about America is that any citizen to this country has the freedom, the right, to say what they believe. The sad thing about this is you tend to find people whom comment on things they are not educated about. In January of this year I was sworn in as a Page to the 110th Congress of The United States. I can remember the goose bumps I had the first day walking onto The House Floor knowing that the greatest governing body in the world presided there. I could not believe I was sitting in a room that has seen the impeachment of presidents, declared war, and even seen our country attacked. The room is just a room, but the people who have spoke there are what make it so great. Pages over the years have worked hand in hand with the most powerful and intriguing people in the world. They have seen that ANYBODY can become what these former and current members are. I personally have experienced what I consider the greatest educational experience in my life. I have looked the King of Jordan in his eyes, watched the first women speaker preside over the body of The House, listened to the debate over ending the war in Iraq, and was able to get to know one of the most influential men in our nation's history. That man was Congressman John Lewis. Mr. Lewis never failed to say hi to the pages and he never failed to motivate us to get involved with our future. This is a man who has been beaten to obtain the freedoms he had deserved. This is also why Congressman Lewis is one of the six major civil rights leaders in history along with Dr. King. I can never forget what Mr. Lewis once told our Page class. He told us that our generation is to quiet and if we aren't careful people will stop investing in our education. I AM STANDING UP TODAY AS A PROUD PRODUCT OF THE PAGE PROGRAM!

To the people that believe the page program should end because it is a waste of money, do some research. I'm sure if you ask Bill Gates whether or not it is a waste of money he would tell you no (considering he was a former page). It is scary to think that kids these days have no care in the world about what is going on. Pages are part of the very few kids that do tend to care and just because there were some Pages who have royally screwed up doesn't mean that others should suffer. I would give anything to be back in the Page program today. Despite what people think, the rules were very strict and the staff had zero tolerance. I support the staff of the page program 100% and will always be thankful for their strict and reasonable supervision.

Shocked, shocked I am that teenagers were having sex!!!
Get over it. What is it with Republicans that they find the concept of teenagers having sex something they need to be immediately informed of, and something that must be immediately punished?
the teenagers in question were expelled from the program, likewise the shoplifters. The situation was handled discretely. The kids have been punished enough.
And no, this comes nowhere near being a "scandal". This was not an adult elected official preying on teenagers, this was teenagers behaving as, well, teenagers. And they have been punished enough.
As for the shoplifters, they have been expelled from the program, and I'm sure the courts will deal with their crime appropriately.
Maybe it is time to get the "holier than thou's" off the panel that oversees the pages, and leavve it in the hands of people who actually have a clue.
Republicans, understand this: Teenagers have sex. They always have, they always will. Get over it.

I think we've all been dying to review which pages are tops and which pages are bottoms. A mighty kudos to Ms. Akers, who so elegantly chose to use the words "top" and "bottom" in reference to a gay sex scandal. That really ramroddded the seriousness of this issue home.

To the former page: Don't other people's negative comments get you down.

There are a small number of very vocal people out there, especially in the deep south and midwest, who don't accomplish much in their own lives, but make themselves feel big and get their kicks from putting other people down and calling other people "immoral" because they have different beliefs than them.

These "moralists" are usually full of hate and hypocracy and often than not, live double lives, often doing horrible things to others. They talk about morality all the time as a way to cover that up.

There's a famous quote -- "We invited him to dinner. The more he spoke of his honor, the faster we counted our spoons"

People who moralize are usually hiding something, trying to cover up their own sins.

Never forget the story of Robert Hansen, who was a member of Opus Dei, went to Mass every day, and told everyone how moral he was, and how immoral they were compared to him, all while he was selling government secrets to the Soviets for a guick buck and getting people killed in the process.

You should be proud of your work as a page. If you had the chance to meet someone, fall in love, and have some fun, so much the better. Work hard, and be careful out there, but enjoy your youth.

Be good and kind to other people.
Respect their right to live their lives in peace.
Help those less fortunate than youself.
Never use or promote violence.
Work for peace, not war,
Thats real morality.

Why are children working in this seedy joint?

Surely this is a program which only benefits those with friends in high places, from privileged families and those with "the dirt" on members of congress?

How are they selected? Open competition or behind closed doors?

I must say that the pay and the sex sounds attractive.

In the Mark Foley scandal, a member of Congress had a history of seeking sexual contact with pages. Other members--aware of this--covered it up for years.

Now, a couple of teens are caught having consensual sex. In spite of immediate application of 'zero tolerance' justice, GOP supervisors accuse Pelosi of a 'lack of supervision' for 'page misconduct'.

From where I sit, it looks like the pages are pretty well supervised. However, members of congress surely could use more oversight!

Yes, that sounds like meeting someone and falling in love to me. I mean, what's wrong with everyone watching you express your "love?" Just remember to be kind, help poor people, talk about peace, don't be violent,
respect everyone's right to do anything they want. especially teenagers heving sex in elevators to put on a show for others. And be good? Is that be good at what you do or "gee whiz" could it have something to do morals?

I am a former Page myself, for four very successful years, and my grandfather who preceded me as an official reporter of debates in the U.S. Senate for 66 years, and I agree that those involved should have been immediately expelled, and sent home. That includes the two participants in the sex act, but also the "enablers" and "look-outs". They were each directly involved in this serious violation of the Page Program Honor Code. I would also ask about the supervision at the residence house. Where were they? Why weren't they alert? I certainly agree with the in-depth and thorough review of how enforcement of the Page Honor Code can be strengthened, and to do so immediately.

I can only assume Bruce was a page back when it was a full four-year program. Now it is only for juniors, that doesn't mean it was always that way (there were boys as young as grammar school working on the hill durring the civil war). Congressman Dingle the dean of the house graduated fro mthe page school. Do some research before you decide to insult some one.

Response to Page Mom. No, I wasn't held back. The Page Program used to be a four year program. Look up former yearbooks. Talk to the current school principals. Ask a few questions. Do some research.

Comment or question to comment from "formerPage". I am a big fan and admirer of Congressman Dingle, who is a graduate of Page School, as I am. My question is: where is there "insult" in my earlier comment? The Pages involved in the incident all seriously violated the Page Program Honor Code, and should have been immediately expelled, which they were. And I'm sure Congressman Dingle would agree, as would other Congressman there in the same chamber who are also former Pages. What is it I am saying you don't agree with? What part of "serious violation of the Page Program Honor Code" do you not understand?
